Fire escape inspections in NYC: an owner's guide

How NYC fire escape inspections work, the common signs of a failing fire escape, and how repairs are handled for FISP / Local Law 11 and violations.

Fire escapes are old, exposed steel bolted to masonry and asked to hold people in the worst moment of their lives. In New York they're also regulated. Here's what owners should know.

Who inspects fire escapes?

For buildings taller than six stories, the Facade Inspection & Safety Program (FISP, formerly Local Law 11) requires a Qualified Exterior Wall Inspector — a licensed engineer or architect — to examine the facade, including appurtenances like fire escapes, on a five-year cycle. Separately, NYC rules require owners to keep fire escapes safe and in good repair, and periodic testing and inspection requirements apply to fire escapes on many buildings. Your engineer can tell you exactly what applies to yours.

Warning signs

  • Rust scale and flaking at bracket connections where they enter the wall
  • Cracked or displaced brick around anchors
  • Missing, bent or corroded slats on landings
  • Drop ladders that are seized, bent or missing counterweights
  • Loose railings or broken stair treads
  • Peeling paint exposing bare steel

Typical repairs

Most fire escapes can be repaired rather than replaced. Typical scope includes replacing corroded brackets and anchors, re-securing them into sound masonry, replacing landing slats and damaged stair treads, freeing or replacing drop ladders, and finishing with surface preparation and paint. The engineer's report sets the scope; the fabricator does the work; the engineer verifies.

Unsafe conditions

If a fire escape is found unsafe, it may need to be taken out of service and the area protected until repairs are complete. Act fast: unsafe conditions carry stricter deadlines and penalties.

Working with tenants

Repairs are done from the exterior, using the fire escape itself, ladders or lifts. Window access is coordinated in advance, and tenants usually stay in place.
